State Ethics Modules, 2025 and 2026
The Massachusetts State Ethics Commission requires all state and municipal employees to complete ethics training in each calendar year. There are two different modules:
State Ethics Commission Conflict of Interest Law Training – online video training lasting approximately 1 hour
Acknowledge Receipt of the Summary of the Conflict of Interest Law for Municipal Employees – document which you must read and check an acknowledgement box at the end
All Staff (this means everyone, new and returning, including teaching, administrative, and support staff) must complete at least the Summary of the Conflict of Interest Law acknowledgement every calendar year. You need to complete the full video training every two calendar years.
Returning Staff
If you have completed state ethics training in the past while working for BPS, you should receive an email directly from the state reminding you of your current calendar year requirements and deadlines. Please log into your state ethics portal at the start of each new school year to verify all your requirements for the current calendar year are showing green Completed bars. Complete anything still outstanding by the deadline shown.
The state's online Conflict of Interest Portal system login screen is here – this link is also included as a module in the ArxEd Mandated Training Suite.

Public Employee Responsibility to Complete Conflict of Interest Law Requirements
The law places responsibility for acknowledging receipt of the summaries, and for completing the online training program, on the public employees. For an employee who is required to meet the training requirements, a willful failure or refusal to acknowledge receipt of a summary of the law or to complete the online training program will be considered by the State Ethics Commission to be a violation of the conflict of interest law and can be the basis of an enforcement action by the Commission against the employee. The Commission is authorized to impose a civil penalty of up to $10,000 for each violation of G.L. c. 268A, the conflict of interest law.
